Three questions were the focus of our four-month inquiry into illicit faucet trafficking on Walmart.com:

How many brands of illegal faucets are offered for sale on Walmart?
Who is selling them?
How successful are Walmart's efforts to stop the sale of illicit faucets in compliance with its policy prohibiting the sale of illegal goods on its platform?

The investigation discovered that:

Over 80% of the faucet brands for sale on Walmart violate state and federal laws and regulations, may contain hazardous materials such as metallic lead, a known neurotoxin, and harbor dangerous pathogens. They are completely illegal to sell or install in a drinking water system in the U.S. or Canada.
The other 20% are certified as having undergone testing to ensure they are free of pathogens, including Cryptosporidium, Legionella, Naegleria fowleri, Vibrio spp., and Pfiesteria, as well as harmful mineral compounds like lead, arsenic, mercury, and cadmium.
All but a few of the traffickers in illegal faucets at Walmart.com are based in China, and all but a few sell faucets that are made in China. China has a very lax attitude about harmful materials such as metallic lead in water systems, and many Chinese faucet sellers are not at all above supplying dangerous faucets to its North American customers.
Walmart claims to have a strict zero-tolerance policy against the sale of illegal goods in stores or on its website, yet the company does not appear to be taking any meaningful steps to curb trafficking in potentially dangerous, illegal faucets.
To the contrary, Walmart promotes their sale by frequently endorsing sellers of contraband faucets as "Pro Sellers," "Best Sellers," or "Sponsored." In fact, nearly all "sponsored" faucets listed on Walmart's website are contraband faucets.
Walmart itself is the largest trafficker on its marketplace. It sells at least right prohibited faucet brands. These are listed below as "Sold and shipped by Walmart…"

Walmart is North America's largest in-store retailer with over 5,000 locations, far out-selling its competition like Costco and Kroger. It is behind Amazon, however, in total sales. Amazon outpaces both Walmart's combined in-store and online sales.

Walmart is racing to catch up.

According to news reports, it has done so, however, in large part through the relaxation of enforcement policies, turning a blind eye towards the sale of illegal and potentially dangerous products on its website, including contraband faucets.

CNBC reported in 2025 that "over time, Walmart made its seller and product vetting more lax than Amazon's policies in a bid to woo sellers away from its rival, according to nine Marketplace sellers and four current and former Walmart employees." ^[1]

And it appears to be working.

According to research from Mizuho Financial Group, the number of sellers and items for sale on Walmart's Marketplace has exploded over the past five years. Its U.S. revenue increased 45% in 2024 and another 37% in 2025.

In both sales and revenue, it is second only to Amazon, with yearly revenue closing in on $200 billion.

Marketplace Pulse, a market research company that gathers data on top e-commerce platforms, estimates that the number of sellers on Walmart's Marketplace increased by over 900% between 2019 and 2024.

The big boost came after the company opened its doors to Chinese vendors for the first time in 2021. During that year alone, overall vendors grew nearly 58%.

One consequence, however, is that the number of contraband faucets has exploded as Chinese sellers jumped on this new avenue into American pocketbooks.

Walmart now sells many more sink faucet brands on its platform than any other online retailer except Amazon, handily beating out other web sellers such as Wayfair and even the big-box lumber stores like Home Depot and Lowe's.

Unfortunately, almost all of these new arrivals are illegal.

At one time the Walmart Marketplace faucets were all legal, familiar brands like as well as its own Better Homes & Gardens and Mainstays brands.

However, the vast majority of the faucet brands sold on Walmart today are contraband – illegal to sell in the U.S. and illegal to install in a drinking water system, public or private, anywhere in the U.S. or Canada.

These include such unknowns as Coliware, Eugene Colour, Gowin, and Laguna Brass, along with hundreds of others – nearly 400 in total – constituting 90% of the faucet brands sold at Walmart. (see the list below).

By enabling and even encouraging the sale of faucets that cannot legally be used as faucets, Walmart is actively participating in what amounts to a continuing fraud on its customer base.

In a response to the CNBC article, Walmart claimed to

"… enforce a zero-tolerance policy for prohibited or noncompliant products and continue to invest in new tools and technologies to help ensure only trusted, legitimate items reach our customers." ^[2]

When it comes to illegal faucets, however, we so not find this statement to be even remotely true.

What Makes a Faucet Illegal?

Faucets are a part of your drinking water system, and every part of that system, right down to the solder joints, is strictly regulated.

Not just anything with a shiny finish that delivers water is a faucet, as the laws of the land define faucets.

To be a faucet, the product must be legal to sell as a faucet and legal to use as a faucet in a drinking water system.

If it is not legal to sell or use as a faucet but is advertised and sold as a faucet, then something illegal is going on.

The usual legal term for such activity is "fraud."

And not a little fraud, but fraud committed daily and on a massive scale.

Illegal to Import, Offer for Sale, Advertise, Sell, Deliver, or Otherwise "Distribute in Commerce" in the U.S.

The sale of a faucet is prohibited by federal law in the U.S. unless it…

Has a maximum flow rate of 2.2 gallons per minute or less as certified by an indpendent accredited laborary. (10 CFR § 430.32),

Is registered with the Department of Energy. (10 CFR §430),

Has been certified by an independent, accredited laboratory to contain a weighted average of metallic lead in its waterway of 0.25% (1/4 of 1%) or less. (SDWA 1417(a)(1)(A)),

Bears "a permanent legible marking indicating the flow rate, expressed in gallons per minute (gpm) and liters per minute (lpm), 16 CFR § 305.24(a)(1)),

Is marked with a "a permanent legible marking identifying the manufacturer" ^[3] located where it can be viewed after installation. (16 CFR § 305.24(a)(2),

Is a "marked in a conspicuous place [on the faucet or the packaging indicating] the country of origin of the [faucet]" unless it is made in the U.S. (19 U.S.C. § 1304).

Illegal to Install in a Drinking Water System

A faucet that hasn't been certified by an independent, accredited laboratory as meeting all U.S./Canadian standards cannot be legally installed in a household water system (including a private well system) in the United States, its overseas territories, or in Canada.

These standards are:

ASME A112.18.1/CSA 125.1, The design and performance standards for faucets, including durability, reliability, longevity, ease of use, and serviceability.

ANSI/NSF 372 and ANSI/NSF 61: Standards that confirm that a faucet is free from lead and other toxic substances and that water flowing through a faucet does not pick up harmful materials. contaminants, or pathogens. ^[4]

A faucet that passes all of the many tests required for certification is listed in a public database available for all to see, including Walmart if it bothers to look.

Testing and Certification

Faucet certification is not just something that is nice to have or recommended; it is the law everywhere in North America.

There are no exceptions.

Even the sale of uncertified faucets is prohibited. Civil fines under the U.S. Safe Drinking Water Act can be as much as $71,000 per day for each day the violation continues, and repeated or flagrant violations can lead to criminal prosecution.

Testing and certification is so critical that the law does not allow a company to test and certify its own faucets; they must be tested and certified by an accredited independent laboratory.

The tests are rigorous, some of the most uncompromising in the world. As an example of how tough, consider the following:

Life Cycle Testing:

A faucet's valve is the heart of a faucet. It is the component that actually controls water delivery, turning the water on and off and regulating temperature.

Valves are tested for durability and longevity by cycling the faucet on and off 500,000 times in a robotic testing chamber.

That's not a misprint. The test requires a full half-million test cycles without a single failure. At one cycle per second, twenty-four hours per day, the test takes almost six days to complete.

In other countries, the standard is much less rigorous.

The European durability standard (EN 817) requires 70,000 cycles, and the Chinese (GB18145-2014) test is a mere 30,000 cycles.

A half million cycles are probably far more than the faucet would ever go through in a lifetime, equivalent to about 70 years of use in a typical kitchen or bath.^[5]

"Burst" Testing:
A second test, formally a "hydrostatic pressure test" and informally the "burst test", confirms the valve's resistance to sudden surges in household water pressure.

It subjects the faucet to ten times the average household water pressure for one minute to see if it will deform or leak. ^[6]

If it does, it fails and is not certified for use in North America. (Some failures can be spectacular – hence the informal term, "burst test.")

Every legal faucet sold in North America has passed these two tests and dozens of others to ensure, among other things, that:

The design of the faucet permits the repair of most common problems from "above the sink," without having to uninstall the faucet.

Faucet finishes are durable enough to withstand moderate abrasion and contact with common household chemicals without damage.

Flow rates do not exceed the maximum legal flow rate of 2.2 gallons per minute. It can be less (and in some states, like California, must be less), but it cannot be more.

Backflow protection is installed where needed to avoid drinking water contamination.

Faucets do not contain harmful contaminants like lead, mercury, or arsenic nor harbour pathogens that can end up in the water flowing through the faucet.

Metallic Lead, Deadly Pathogens, and Other Contaminants

Faucets are tested for the presence of harmful substances by filling them with water specially formulated to extract contaminants.

After 19 days, the water is removed and tested for the presence of toxins and harmful organisms in concentrations greater than safe limits.

If any are found, the faucet fails and is not certified for use in North America.

The most worrisome of these contaminants is metallic lead.

Lead is a special concern with faucets made in China, where leaded brass is commonly used, and there are no regulations banning or limiting lead in faucets. (See the sidebar Lead in Chinese Faucets)

Brass, the material from which most faucets are made, is an alloy that normally includes lead, and lead is a big problem even in small amounts.

It has been identified by both the Environmental Protection Agency (EPA) and the World Health Organisation (WHO) as a neurotoxin that is very hazardous to health.

Neurotoxins specifically target and destroy the nervous system, disrupting critical communication between neurones. Children younger than six years are especially vulnerable to the effects, which can severely affect mental and physical development, decreasing cognitive ability and, in extreme cases, to retardation.

In the past, brass could include up to 8% lead and still be used in faucet construction. But that ended in 2014 with an amendment to the federal Safe Drinking Water Act and to similar legislation in the Canada. (See, e.g., the Ontario Safe Drinking Water Act.)

Today's brass faucets must, by law, be made of an alloy that contains no more than a bare trace ^[7] of lead, if any.

To ensure that a faucet is free of lead, it must pass two stringent tests.

ANSI/NSF 372 ensures that material that touches water flowing through the faucet contains no more than 0.25% (1/4 of 1%) lead in its composition.

ANSI/NSF 61: guarantees that water passing through the faucet does not pick up lead in a concentration greater than 5 parts per billion.
(When combined, these standards are generally referred to as ANSI/NSF 61/9.)

That's billion with a "b" – almost no lead at all. The air you breathe probably contains more lead than the tap water you drink.

Safe, Durable Faucets

How successful are the safeguards provided by certification?

Very.

Safety

The drinking water flowing from a certified faucet is safe. And a lot of time, effort, and money go into keeping it that way from treatment plant to kitchen or bathroom sink.

A certified faucet does not contain any harmful minerals that can contaminate the water flowing through the faucet, and does not supplort the growth of biofilms that can harbor dangerous pathogens.

Water out of a certified faucet is as safe and probably safer than the bottled water you buy at the grocery.

An investigation by Consumer Reports in 2020 found several brands of bottled water with "forever chemicals" (PFAS) and arsenic far above safe levels.

A four-year review by the Natural Resources Defense Council , published in 2025, comparing bottled vs. tap water concluded that 22% of bottled water brands "contained chemicals at levels above state health limits" that "[i]f consumed over a long period of time, some of those contaminants could cause cancer or other health problems."

Durability

Certified faucets are not just safe, the are also incredibly durable.

If you have ever wondered why faucets seem to last forever, the answer is certification.

The Basic Faucet Buying Rule

The basic buying rule for faucets is simple: never, ever buy a faucet unless it is certified and the seller can prove it is certified.

Established and well-known faucet brands like are safe bets.

But if the faucet is a brand you have never heard of, demand the listing certificates from the seller. If the certificates are not forthcoming or you are not sure they are valid, don't buy the faucet.

Certified faucets are beastly tough, unlikely to ever fail in a lifetime of use. Fewer than 2% develop a problem resulting from a design, manufacturing, or material defect.

In our day job of remodelling vintage kitchens and bathrooms, we encounter faucets that are well into their second century and still going strong.

Faucets are usually replaced, not because they fail, but because tastes change and they simply go out of style. Newer, often more convenient, designs and novel finishes make that old faucet seem old indeed. But it's not old at all, not for a faucet, that is.

And, odds are it still works.

Leaking is now very rare due to improved valve technology that no longer relies on rubber rings and washers to control water flow.

With the near-universal adoption of almost indestructible ceramic disc valve, the dreaded midnight drip, drip, drip is largely a thing of the past.

It is becoming even less common with the introduction of super-cartridges that use ceramic discs treated to prevent mineral deposits — accumulated minerals from "hard" water that are the usual suspects if a ceramic valve leaks. ^[8]

Listing Certificates

A faucet that passes all required tests and meets all North American standards is listed in a certificate issued by the testing authority called, simply enough, a Certificate of Listing or, even more simply, a listing certificate.

The certificate must be issued before the faucet is placed on the market, then reissued annually thereafter for as long as the faucet remains for sale.

In addition, the testing authority will periodically take faucets from the seller's inventory, and sometimes right off the production line, for random retesting.

A certified faucet must be identified by

An indelible mark on the faucet itself indicating the certifying authority and standards to which the faucet is certified (see sample marks in the sidebar Valid Faucet Listing Certificates) and
By brand and model name (or number) on the certificate of listing.

If it is not marked, not listed, or the listing does not show the brand name and model under which the faucet is sold, it is not certified. And, no matter how long or loudly the seller insists that it is, it isn't.

The listing certificates are public documents, posted on the web.

Many traffickers of contraband faucets claim compliance with some or all North American faucet standards but sell faucets for which required certificates do not, oin fact, appear in web databases.

We know because we checked, and if a certificate is not in the database, it does not exist.

No one, not even the most experienced professional, can tell by looking at a faucet (or a picture of a faucet on a website) whether it is free of lead and other contaminants, that its valve is good for at least 500,000 on/off cycles, or that its finish won't fail in ordinary use.

Testing and certification is the only way to be sure that faucets are safe and reliable.

Generic and Unbranded Faucets

At our last count, over 45 hosted faucet traffickers on Walmart's Marketplace were selling generic or unbranded faucets. These are ipso facto uncertified and, therefore, illegal. A faucet must be certified by brand and model. If it is unbranded, it cannot have been certified. Walmart is aware that unbranded faucets are being sold. It even has brand selection filters labelled "Nobrand" and "Unbranded".

Walmart's Enforcement Efforts

Walmart's policies promise buyers that it will not allow the sale of harmful or illegal products in its stores or online. According to Walmart's Marketplace Guide, products sold by its hosted sellers are required to

"comply with any applicable local, state, and federal laws and regulations."

Buyers rely on that promise, and to be fair, Walmart does have some procedures in place to identify problem products.

In a 2024 press release, the company said it operates a

"multi-layered enforcement system" that includes seller vetting, restrictions on who can sell in certain categories, and the use of artificial intelligence to help monitor product listings for policy compliance and intellectual property infringement.

The release also observed that Walmart proactively takes down listings that violate policies, removes sellers from the platform "when necessary," and enables "rapid response capabilities" that permit its trust and safety team to "investigate and address violations quickly."

Nonetheless, despite these efforts, a lot of regulated products have been able to bypass legal requirements due to enforcement laxity.

Media and government agency reports repeatedly document lapses in its buyer protection efforts.

The Consumer Product Safety Commission (CPSC), as recently as 2025, identified numerous illegal, banned, or hazardous products sold on Walmart Marketplace, most of which are offered by third-party hosted sellers.

Reacting to the CSPC revelations, Walmart quickly took down the faucet brands identified as illegal and reaffirmed its commitment to keeping illegal, dangerous, and counterfeit products off of its website Marketplace.

There was not further follow-up, however. Walmart did absolutely nothing to identify and remove other uncertified faucet brands that could contain dangerous contaminents.

To the contrary, it set about recruiting even more traffickers in illegal faucets.

Which left behind a very important unanswered question:

If news organizations and government agencies investigating from outside Walmart can easily find dozens and even hundreds of problematic products, why can't Walmart?

Working from the inside the company, Walmart has access to a lot more information about its sellers and their products than any outsider. Yet, there is no indication that Walmart is doing anything to cleanse its marketplace of these illegal and potentially dangerous contraband products.

Had reasonable efforts been made, we would not find thousands of these faucets for sale today.

Inadequate Safeguards

Walmart's repeated failures suggest that its product safeguards are deficient.

In most for-profit organizations, activities that do not contribute to the bottom line are usually understaffed and underfunded. Odds are that this practice includes the units at Walmart responsible for ensuring product safety.

All of the information needed is online, and it usually takes five minutes or less at the keyboard to determine whether a faucet brand is legal for sale and/or installation in the U.S. using web resources readily available to anyone who bothers to look.

If news organizations such as CNBC, investigating from outside Walmart, can easily find hundreds of problematic products, why can't Walmart?

Working from the inside of the company, Walmart has access to a lot more information about its sellers and their products than any outsider.

In less than six hours, without trying very hard, nearly a year after the 2025 CPSC faucet recall, our researcher found over 2,200 faucets for sale on Walmart that are banned by both federal and state laws designed to protect consumers from dangerous faucets.

Hundreds of these faucets were offered for sale, not by a hosted third-party seller, but by Walmart itself.

Walmart assures its buyers that it will not allow the sale of harmful or illegal products, and buyers rely on that promise.

Yet, in less than eight hours, without trying very hard, our researcher found over 2,200 faucets for sale on Walmart that are banned by federal and state laws or regulations.

We know that we did not find all of them because we simply stopped counting at 2,200 and moved on to other things that needed doing.

Walmart's policies mandate that products that could be dangerous are subject to greater scrutiny, and in response to disclosures made by CNBC and other media outlets, the company has increased security requirements for personal care and beauty products, including requiring documentation of third-party safety test results.

It could require the same degree of documentation for faucets.

Every legal faucet comes with certificates that prove compliance with federal and state laws. These are documents that sellers of legal faucets can easily produce for each faucet sold.

At present, whatever Walmart is doing, if anything, to curb trafficking in illegal faucets is not working. And, we suspect that it's not doing very much, if anything at all.

"Sponsored", and ""Best Sellers"

Not only does Walmart fail to identify and remove the illegal faucets for sale on its website, it actively promotes their sale by identifying the faucets as "sponsored" and "Besst Sellers", and the traffickers as "Pro Sellers."

Sponsored faucet brands receive top-of-search placement, bypassing the very much slower process of building up organic rankings and boosting product visibility, according to Walmart, as much as 35%.

Sponsored placement has absolutely nothing whatssoever to do with faucet quality or the reliability of the seller. It is a tag that is purchased from Walmart for a fee, and if Walmart makes any inquiries into the legitimacy of a faucet brand before sponoring the brand, it is not at all evident.

Over 90% of the sponsored faucet brands are illegal contraband.

Walmart also benefits financially from its Pro Seller badge, although less directly.

For a seller, achieving a Pro Seller status has significant benefits. Walmart claims that it increase saless as much as 20% through increased visibility, preferential search placement, and greater overall exposure on category and product pages.

To become a Pro Seller, a seller must maintain a high on-time shipping rate, quickly respond to customer inquiries, keep order cancellation rates low, and preserve ahigh positive customer review and rating.

The fastest path to Pro Seller status is to pay Walmart for order fulfillment and shipping, which automtically meets the required shipping and customer service requirements.

It's possible for a seller that handles its own fulfillment and shipping to achieve Pro Seller status, but it is more difficult. Market research typically finds that over 60% of top marketplace sellers buy Walmart fulfillment services.

After-Sale Service and Support

Walmart allows no-questions-asked returns for most products for 30 days and many for 90 days (although restocking fees may apply). After that grace period, however, it does not provide after-sales support, and the chance that a trafficker can or will support its illegal faucets with an effective warranty or replacement parts is virtually nil.

If you buy a faucet, warranty service and replacement parts are two to four days away, working with customer service organizations that are fast and efficient.

Finding and getting in touch with a trafficker in illegal faucets can be a process requiring the investigative skills of a Sherlock Holmes.

How We Determine a Faucet's Legality

Determining a faucet's legality is a multi-step process.

Legal to Sell

The first step is to check the Department of Energy's Compliance Certification Management System (CCMS) database of nearly five million faucet models to see if the faucet is registered as required by federal law.

If it is not in the CCMS, it's not legal to sell in the U.S. So we can stop there. It's an illegal faucet.

Legal to Install

If it is in the CCMS, then we check for current certifications.

Unfortunately, there is no central database of certified faucets. Each testing authority has its own database, and each is in a different format.

If we do not find a listing for the faucet in any database, we go to the third step, which is to contact the manufacturer to ask for a copy of the listing certificate showing that the faucet is certified.

If the manufacturer does not respond, cannot provide a listing certificate, or submits a counterfeit or altered certificate, we conclude that the faucet is not certified and is, therefore, illegal.

Finding the Seller

Finding traffickers can be a bit tricky simply because many of them do not want to be found, and Walmart does not necessarily want you to find them.

Disclosing any third-party seller information at all is something new for Walmart.

In the past, Marketplace sites vigorously resisted providing any contact information about their sellers, legal or illegal, out of concern that such information might encourage customers to bypass the Marketplace and deal directly with the seller. Not good for business.

Walmart finally began disclosing the names and addresses of its hosted sellers, not because it has had a change of heart but due to the federal INFORM Consumers Act, effective on June 27, 2023.

The Act requires online marketplaces to collect and verify the identity, address, and contact information for certain hosted sellers and disclose this information to buyers. It is essentially a U.S. version of the Consumer Rights Directive adopted in 2011 by the European Union.

However, the seller information Walmart does disclose is not made easy to find. You have to know exactly where to look. And when you do find it, it may not be all that helpful.

The "Sold By" Name

First, you need to find the "Sold By" line in what is generally called the "Buy Box."

On most listing pages, it is on the right, about halfway down the page. (An example of an actual Buy Box for an illegal faucet is reproduced on this page.)

The Sold By name is the identity under which the seller trades on Walmart. It is rarely the true legal name of the seller and rarely even the name the seller uses on other marketplace websites like Amazon.

Many sellers and virtually all traffickers sell on Walmart under assumed names that hide their true identities. Walmart does not necessarily discourage the practice.

If the sellers disclosed their actual names, an enterprising buyer might Google the seller's name and buy the product outside of the Walmart Marketplace, which is bad for Walmart's business.

Not surprisingly, almost none of the fictitious names used by traffickers on Walmart are registered as required by law, and Walmart does nothing to ensure compliance.

Fictitious Business Names

It's perfectly legal to use a trade name or what the law calls a "fictitious" business name. ("StarCraft Reviews" is a fictitious name. Its legal name is StarCraft Media LLC.) But there are rules a business must follow.

If located in the U.S. or Canada, most businesses must register the fictitious name with some government agency. In the U.S., this is usually the Secretary of State of the state or territory in which the business is located. In Canada, registration is usually with the Business Registry of a province (although what the registry is called varies by province).

Chinese companies also have to register fictitious names, but only if they do business in China under the name. If the fictitious name is used exclusively outside of China, registration is not required.

Conducting business under an unregistered name is an infraction in most localities that may result in fines, but in some states (e.g., Virginia, Missouri), it is a misdemeanor that could result in jail time.

In Canada, it may be fraud under the Criminal Code to use a fictitious name to deceive others or gain benefits.

Seller Information

The Sold By name in the Buy Box is actually a hyperlink to what Walmart calls its "Seller Information" page.

Unfortunately, the page is much less useful to a faucet buyer than it could be.

For faucet traffickers based in China, for example, the seller's legal name and address are often written in Chinese (Pinyin), not in English.

The seller's contact information may comply with the letter of federal law, but it is often not useful contact information. It may be a telephone number somewhere in China answered by someone who speaks Mandarin or Cantonese.

Contacting the Seller

The lack of a U.S. telephone number or email address means that the fastest, and most of the time, the only practical way to contact a seller is through Walmart.

Walmart could act as a message conduit between buyer and seller, allowing the free exchange of information in a semi-conversational format, but it doesn't.

You have to go through the steps described above to display the "Seller Information" page. At the top right is a "Contact Business" link.

You message the seller, and Walmart passes the message on. A day or two later, the seller's response is posted on the Walmart website, where you can read it.

Walmart's messaging only works if the seller is still actively selling on Walmart. Faucet sellers, however, come and go, and traffickers come and go much more often than sellers of legal faucets. Most traffickers last less than a year.

The Name Game

Many traffickers sell under a fictitious name until their poor reputations are such that sales drop off or they violate one of Walmart's rules and are booted off the site.

They then adopt a new fictitious name and reappear on Walmart within a few months. using a different address.

None of the internet marketplace sites has figured out how to deal with this practice.

Once they are gone, Walmart provides no means of contacting them. They no longer exist on Walmart, and many no longer exist at all.

Warranties

Most traffickers offer no warranty of any kind on the faucets they sell. The few that do so provide a very short-term warranty, usually one year or less.

We have not, however, found a single one of these "warranties" that complies with the federal Magnuson-Moss Warranty Act (15 U.S.C. §2308).

This law specifies the form and content required of a legal consumer product warranty in the United States.

None of the traffickers we were able to contact for a copy of its warranty could provide us with an actual warranty document.

A document explaining the terms of the warranty in "simple and readily understood language" is a bedrock requirement of federal warranty law.

Additionally, we found no company offering what it claimed to be a warranty that provided the contact information needed to make a warranty claim, another baseline requirement of Magnuson-Moss.

Replacement Parts

Sellers of major faucet brands in the U.S. and Canada have deep and extensive replacement parts systems. Many can provide repair parts for faucets not manufactured for half a century or even longer.

But if you buy an illegal faucet on Walmart's online marketplace, any customer service from the seller is unlikely, and there is little chance of replacement parts even for faucets still in production.

Traffickers don't stock parts and have no idea where to get them.

A replacement parts system requires a stock of parts, even for discontinued faucets, an inventory system for storing and tracking the parts, and a means of delivering the parts quickly to minimize the time during which a faucet is out of service.

Some faucet traffickers are manufacturers, but even these sellers are not set up to provide parts, especially for faucets they no longer make.

Most traffickers, however, are not manufacturers. They are trading companies or even Walmart itself. The likelihood of these sellers stocking replacement parts is very remote indeed.

So, if your illegal faucet breaks, plan on buying a new faucet. In all likelihood, there will be no parts available to fix the old one.

Who Enforces the Laws?

With all of the laws and regulations designed to protect consumers from potentially dangerous faucets, why are they failing to do so?

The answer is, simply, that the laws are largely not enforced.

Enforcement is distributed among federal, state, and local authorities, each of which assumes that the other is taking care of it, so the result is that no one does.

Federal Enforcement

At the federal level, most enforcement is divided between two agencies.

The Environmental Protection Agency (EPA) is responsible for ensuring faucets do not contain harmful contaminants like metallic lead.

The Department of Energy (DOE) enforces water conservation standards that require a maximum flow rate in faucets of not more than 2.2 gallons per minute (gpm).

But the EPA focuses on the big picture, ensuring that water treatment plants and water mains are safe. Its National Enforcement and Compliance Initiative is concerned with "community water systems", not with individual faucets.

The DOE is focused on violations by electrical appliance manufacturers on the basis that appliances are more likely to waste energy than faucets, a belief that is most likely true.

Of the last 30 compliance orders issued by the DOE, most concerned battery chargers and ceiling fans. Just one involved faucets. Lettoi, LLC, the seller of Dear Valley faucets made in China, paid a penalty of $50,000 in 2025 for failing to register its faucets with the DOE and failing to comply with federal water conservation standards.

To be fair to the agencies, however, we have to admit that they are wholly underfunded and understaffed for the massive enforcement tasks to which they are obligated by lawSt.,

We doubt their enforcement efforts will improve until Congress allows more funding. And that's unlikely.

State and Local Enforcement

Some states, like California and Massachusetts, take enforcement very seriously. California's energy commission, is particularly, regularly doling out five- and six-figure penalties to companies that violate California's stringent water conservation and lead-free standards.

But in most states, enforcement is more relaxed. Few have a state-level agency responsible for enforcing faucet safety. Most rely on local plumbing inspectors to do the job. Many do, but many don't because they, like most people, assume the enforcement has already been done somewhere up the line.

Then there is the problem of do-it-yourself installation. Installing a faucet is not hard. Any reasonably competent DIYer can do it. Instructions are usually very detailed and well illustrated, and many traffickers sell faucets that are especially designed for easy DIY installation.

We do not claim that these are the only brands selling legal faucets on the company website or that this is a comprehensive list. Brands displayed in blue have been reviewed. To read the review, click on the brand name.

In many localities, DIY installation requires a plumbing permit and inspection, but in just as many, a permit is not required.

The result is that the consumer is left holding the bag. It is he (or she) who ends up responsible for ensuring a faucet has been certified safe and reliable, and can face fines and in some jurisdictions, a little jail time for installing an unapproved faucet. Most, however, have not the slightest idea how to determine a faucet's legality.

HINT

Even if your locality does not require a permit for DIY instalation, get one anyway if your new faucet is a brand you do not recognize. The few dollars it costs is well worth the peace of mind of knowing that your new faucet is not slowly poisoning you and your family.

Why Would Anyone Buy Contraband Faucets?

Two reasons.

First, buyers usually hve no idea the faucets are illegal and potentially harmful. Almost every buyer assumes that faucets being sold by a reputable retailer like Walmart are legal and safe, a belief that we hope we have shown is misplaced.

Second, the faucets are often stylish and usually cheap, sometimes very cheap. They often do not exceed $100.00, a price point at which most traditional faucet brands like start.

How they can be sold at such low prices is not a mystery.

They generally are made of inferior, less costly materials, including leaded brass, and they have not been submitted for the certifications required by law, a fairly expensive process.

Mainline faucet brands, on the other hand, use quality materials, including more expensive unleaded brass, and rigorous quality control in manufacturing. And they are always certified. These two factors add to their cost and affect their price.

Which is not to say that inexpensive, good-quality legal faucets are not available. They are, and there are quite a few of them. See, for example, faucets, one of our picks as a "Best Value" economy faucet.

Who Are The Faucet Traffickers?

We identified nearly 400 different faucet brands for sale on Walmart.com as of the date of this report.

Just over 40 of these brands are legal faucets. Contraband brands outnumber legal brands by ten to one.

Well over 90% of the traffickers are Chinese, and those few not located in China sell Chinese products. We found just a few traffickers selling contraband faucets made in Taiwan, and none selling European or North American faucets.

Trading Companies

Trading companies are by far the largest group of traffickers.

These are sellers that specialize in electronic commerce over the internet.

They usually sell general merchandise that may include one, two, or a few faucets along with a raft of other goods such as picture frames, fish tanks, tambourines, mosquito nets, electronics, musical instruments, and shoes.

They come, and they go, selling faucets until they run out of faucets to sell, then returning to faucet selling when they get a fresh supply.

Many are a dumping ground for manufacturers seeking to get rid of remaining stocks of discontinued faucets.

Walmart's Legal Liability

Walmart accepts no responsibility for the contraband faucets sold on its marketplace website. Its position is that it does not sell illicit faucets; it merely provides the platform on which others do so.

However, it is well established at law that a marketplace operator has a duty to take reasonbale measures to prevent the sale of illegal goods.

Contributory Liability

Negligently Allowing the Sale of Illegal Faucets

Marketplace operators such as Walmart can be held legally liable for the sale of illegal goods by third-party sellers.

They have what is known in the law as as contributory liability if they fail to take reasonable remedial measures to prevent illegal activity on the marketplaces they control.

U.S. courts have clearly established that a marketplace operator cannot turn a blind eye to illegal activity on its premises.

Liability is triggered under two conditions:

Actual Knowledge: The operator is explicitly notified that a specific vendor is selling illegal goods.

Constructive Knowledge (Wilful Blindness): The circumstances are obvious enough that a reasonable person would suspect the goods are illicit.

Even if Walmart was blissfully unaware of the contraband faucets selling in its mrketplace, after the Consumer Product Safety Commission identified thousands of faucets as failing to complay with U.S. standards, it should have become keenly aware of the problem.

Determining whether a faucet is legal for sale and installation in the U.S. is very easy. All of the information needed is available online. It usually takes us between five and ten minutes to determine whether a faucet is the following:

• Certified to the three required U.S. standards as required the by laws of every U.S. state, enclave, and territory.

• Registered with the Department of Energy as required by The Energy Policy and Conservation Act.

Primary Liability

Direct Selling of Illegal Faucets

Walmart directly sells a at least seven ibrands of llegal faucets. These are not sales by third-party sellers, but by Walmast itself.

These illegal faucets include but may not be limited to:

Alfi Brand
American Imaginations
AsterOutdoor
Dura
Highraft
Urban Classic
Zenph.

So, not only is it exposed to contributory liability, it's is primarily liable for the illegal sale of contraband faucets.

Faucet Manufacturers

Sanitaryware and hardware manufacturers are another large group, many of which have no other pathway into the North American market.

The traditional route is through North American distributors or retailers that buy faucets in bulk at wholesale.

Generally, these buyers insist on good quality, compliance with all federal regulations, and certification to North American standards, if only to avoid unwelcome scrutiny by regulators, a horde of warranty claims, possible lawsuits, and damage to their reputations.

Most Asian manufacturers of certified faucets have exported to North America for years, if not decades, making faucets for companies like

But only about three dozen companies make these legal faucets.

For scores of Chinese companies whose faucets would not pass North American certification testing due either to high lead content or low quality, the Walmart Marketplace provides a wide-open, almost unregulated highway directly into the purses and wallets of unsuspecting consumers, bypassing the safeguards that North American-based distributors provide.

Walmart Itself

Walmart, in its role as an e-commerce trader, is the most prolific trafficker in illegal faucets on its website, selling at least seven brands of contraband faucets that we can identify. There may be others.

No other trafficker comes even close. Some other traffickers offer multiple brands, but none more than four. (See Axio below.)

Miscellaneous Traffickers

Trafficking in illegal faucets on marketplace websites in the U.S. seems to have become a cottage industry in China.

Among the many traffickers we identified selling contraband faucets on the Walmart marketplace are

several furniture stores,
an automobile parts supplier,
a biotechnology company,
a farming cooperative,
a tax and financial service,
a tool company,
several textile companies,
a tile company,
a manufacturer of livestock feed, and
what appears to be a town council.

List of Known Traffickers

Our list of known trafficked brands is comprehensive and regularly updated, but we cannot guarantee it is complete.

We probably missed a few, and traffickers come and go. By the time you read this report, some will have dropped out, and new sellers will have appeared along with new brand names.

As we find additional traffickers, we will add them to the list.

If ceramic valve cartridges are designed to last 70 years or longer in ordinary use, why did my valve fail after 5, 10, or 20 years?

The answer is mineral buildup. Faucets are tested in mineral-free water. Unless you have a water softener installed, your household water is probably mineral-rich. Only 15% of the U.S. has naturally occurring soft water.

Ceramic valves control water with two ceramic discs that are polished to the point where, when closed, the space between them is smaller than a water molecule. The flow of water is blocked. When minerals accumulate on the polished surface, that gap can widen, allowing water to leak past.

What distinguishes super-valve discs from others is their resistance to mineral accumulation.

At present, two approaches are used to combat mineral buildup. Diamond Seal Technology valve cartridges used in faucets from Masco, are coated with diamond dust that constantly grinds away any minerals that adhere to the discs. The German company, uses a simpler approach. Its PVD+ cartridges are coated with diamond-like carbon. This material not only makes the discs super hard but also makes them super slick, preventing minerals from sticking.

Water systems and well pumps deliver water at a normal pressure between 40 and 80 psi (pounds per square inch). Water pressure below 40 psi is considered low, and water pressure above 80 psi is too high. A water pressure lower or higher than this range violates most plumbing codes. The average water pressure in the U.S. and Canada is 60 psi.
A surge in pressure occurs when a faucet is shut off suddenly. Water flowing behind the faucet comes to an abrupt halt, but in doing so momentarily surges to a pressure of 200 psi or even higher, but usually nowhere near the 600 psi at which faucet valves are burst tested.
A faucet may contain no more than a "weighted average" of 0.25% lead in the waterway of the faucet.

The "weighted average" is calculated as follows:

1. Identify Components: Determine all parts of the faucet that contact water (e.g., body, spout,internal components).

2. Measure Lead and Surface Area: Find the percentage of lead in each component and its proportion of the total wetted surface area.

3. Calculate Weighted Percentage: Multiply the lead percentage of each part by its surface area percentage.

4. Sum the Results: Add these weighted percentages; the total must not exceed 0.25% for a faucet to be considered "lead-free."
Most faucet failures are caused by improper installation and a lack of routine maintenance. Faucets that contain rubber washers or O-rings need the washers and rings replaced periodically to avoid leaking. Faucets of this type are increasingly rare, limited to some economy faucets and faucets purchased before 1985.
In most modern faucets, the water control device is a self-contained ceramic cartridge. These need no regular maintenance other than a periodic dousing in diluted vinegar to remove mineral buildup. Once every 5 to 10 years is uaually enough.
One problem with translating to English from Pinyin is that a phrase may have more than one option. For example, the name of one Chinese trading company that traffics on Walmart, Shenzhenshi Uedian Keji Youxian gong si, translates equally well to:
